Over water the raid picture is hardest to hold because the sensors that see it belong to different platforms on different networks. Shipboard radar catches the low approach and shore optics catch the crossing on separate clocks and at separate resolutions. Committing an interceptor waits on those fragments resolving to one track. Holdfast is built to fuse them on the emitters a force already fields in a contested spectrum against many cheap objects arriving low and slow and close in over water. A person still decides every release. It is built for the tactical action officer who has seconds to sort a low approach from sea clutter.
